David P. Carter is an Assistant Professor of Public Policy for the Department of Political Science's Public Administration and Public Policy programs, where he teaches courses in public policy theory and policy analysis.  He is also an affiliated faculty member of the University's Global Change and Sustainability Center.  David's research focuses on policy design and organizational diversity in the administration of contemporary regulatory programs, with his current research examining the regulation of organic foods under the USDA's National Organic Program.  His work has appeared in the Journal of Public Administation Research and Theory, Policy Sciences, Public Administration, the Journal of Theoretical Politics, the Journal of Environmental Policy and Planning, and Urban Affairs Review.  David is an avid rock and ice climber and fly fisherman.
