David's research focuses broadly on public policy, program administration, and civic self-governance. Much of this research examines how organic food is regulated in the U.S., but he studies a range of other topics, from child welfare services to how rock climbers self-regulate through community rules and norms.

Biography
David is an associate professor in the Program of Public Affairds at the Department of Political Science and affiliated faculty with the University's Global Change and Sustainability Center. David's research focuses on public policy and program administration, particularly in the realm of regulatory policy, with his much of his research examining the regulation of organic foods under the USDA's National Organic Program. He is the author of Regulation by Proxy: How the USDA Relies on Public, Nonprofit, and For-Profit Intermmediaries to Oversee Organic Food in the U.S. His research is published in the Journal of Public Administation Research & Theory, ​Policy Studies Journal, Governance, Regulation & Govenance, Policy Sciences, Public Administration, Public Management Review, International Journal of the Commons, Journal of Theoretical Politics, and Journal of Environmental Policy & Planning, among other outlets. David is an avid rock and ice climber, alpinist, and backcountry skier.
