Professor Hughes works for Parsons Behle & Latimer as of counsel in the Environmental and Natural Resources department. Rob advises public and private clients on land use and zoning issues, eminent domain, and natural resources matters.
Prior to his return to Parsons Behle & Latimer, Rob served for nine years as in-house counsel to the Utah Transit Authority. Rob assisted with UTA’s FrontLines 2015 rail expansion program, which built 70 miles of new rail lines along the Wasatch Front. Rob handled real estate transactions, interlocal agreements, procurement, and construction matters. Rob also worked on regulatory issues with the Federal Transit Administration and the Federal Railroad Administration. In addition, Rob has litigated eminent domain matters on behalf of UTA and the Utah Department of Transportation.
Before moving to UTA, Rob started his career as an associate with Parsons Behle & Latimer, where he worked on water, mining, environmental, and public lands issues. Rob also represented clients in land use and zoning disputes, eminent domain actions, easement and boundary disputes, and trespass and nuisance suits.
