Biography

Kelly Williams’ practice focuses on energy, natural resource and public lands law, with deliberate emphasis on exploration and production, acquisition and financing, permitting and regulation of oil, gas and mineral projects. Ms. Williams provides effective counsel and skilled problem solving, advising industry clients in state and federal administrative hearings and appeals and routinely consulting with state and federal regulators, agencies and commissions.

Ms. Williams has served as a hearing officer for the Idaho Department of Lands’ (“IDL”) oil and gas division; and recently, she assisted in drafting new oil and gas legislation in Idaho, and consulted with the Idaho Governor, several Idaho state legislators and the Director of IDL on governance issues related to oil and gas administration.

Ms. Williams drafts and reviews real property instruments, corporate documents, contracts and agreements pertaining to all types of energy operations. She prepares complex drilling and division order title opinions, and financing and acquisition opinions in conjunction with conducting due diligence for mergers, acquisitions, and mineral financing transactions. She has authored opinions addressing severed estates and surface access issues, drilling obligations, allocation of production, and federal regulations within federal units as well as issues related to operations within the Uncompahgre Indian Reservation in Utah.

She has presented at the Rocky Mountain Mineral Law Foundation’s Annual Institute, and has been voted by her peers throughout the state as one of Utah’s “Legal Elite,” as published in Utah Business Magazine (2015-2017).
