Biography

Judge Billings was a member of the Utah Court of Appeals from 1987-2008 and now serves as a Senior Judge. Before joining the Utah Court of Appeals, she was a trial judge of the Third Judicial Court from 1982-1986. Judge Billings was a litigator with Ray Quinney and Nebeker law firm from 1976-1982. She has served as an Adjunct Professor at the S.J. Quinney College of Law for the past ten years. Judge Billings received her BA in English from the University of Utah and her JD from the S.J. Quinney College of Law at the University of Utah. She received an LLM from the University of Virginia Law School. Judge Billings is Past Chair of the Appellate Judges Conference of the American Bar Association, and a Past President of the National Association of Women Judges. Judge Billings is a current trustee of Westminster College and a member of the Board of Directors of the Park City Historical Society and Museum. Judge Billings has been named as Utah Woman Lawyer of the Year, and received the Distinguished Alumni Award of the University of Utah College of Humanities and the S.J. Quinney College of Law.
